We are seeking a Program Analyst to work with our government customer to support a major Product Line within the Office of Information Technology. The Program Analyst will provide support to the Software Product Management (SPM) Corporate Portfolio Office’s intake process and will create cost estimates and supporting artifacts that help our client prioritize IT Service Requests and understand long term implications for cost and budgeting across multiple sub-product lines. Work performed supports a critical component of our client’s mission and focuses on solution standards, strategic priorities, and planning requirements.

The candidate must reside within the continental U.S.


  • Analyze business and technical processes to formulate and develop new and modified business information processing systems, such as human capital management systems, financial tracking systems, etc.
  • Defining business requirements and reporting them back to respective stakeholders.
  • Schedule, coordinate Pre-Discovery and Discovery meetings with business stakeholders to determine applicable work products, e.g., IMM, PAD1, PAD2, AoA, Cost Estimation, etc.
  • Provide technical support to the stakeholders to identify and understand end-client’s needs, Key Performance Indicators (KPIs), risks, key dependencies, Service Level Agreements (SLAs) and Operation Level Agreements (OLAs) and identify opportunities to leverage Enterprise Shared Services (ESS), reuse/leverage existing capabilities.
  • Apply management analysis processes, statistical methods, and advanced technical and analytical research techniques to develop solutions and mitigating strategies based on business requirements.


  • A bachelor’s degree in Operations Research, Mathematics, Computer Science, Cost Accounting, or related scientific/technical discipline is required.
  • A minimum of 5 years of experience within requirements development and allocation, architecture development and analysis, alternative solution development, analyses of alternatives and cost benefit analyses, or in cost estimation.
  • Knowledge of data integration tools and experience integrating SaaS applications with different business systems (ETL, CRM, business analytics, reporting, etc.).
  • Well versed in understanding structured analysis and design methodologies for the translation of systems requirements and conduct market analysis of competing products/domains.
  • Ability to evaluate cost factors and risk.

Additional Qualifications:

  • Knowledge and experience in VA processes and systems like Planning and Analysis Documents (PAD2), Analysis of Alternatives, Technical Architectures (a plus) and Cost Estimation.
